PSOC 300 – Frequency and Balancing Control
Learning Objectives
- Explain mechanical system oscillations, the single-shaft mental model and a generic control system.
- Use energy balance concepts to explain the relationship of system load to frequency.
- Identify frequency graphs generator trips.
- Describe governors, their components and configurations, and the concepts of droop and gain.
- Describe frequency response, calculate bias, and observe governor response following a unit trip.
- Describe Automatic Generation Control (AGC) functions, component, and control modes.
- Calculate Area Control Error (ACE) and explain how net interchange responds with frequency.
- Evaluate and implement and export scheduling while maintaining ACE within CPS 1 and CPS 2.
- Explain Control Performance Standards 1 and 2 and the Real Power Balancing Control Performance Standard.
- Apply CPS 1 and CPS 2 under various conditions of generation and interconnection frequency.
- Identify tie lines between and flows between balancing areas.
- Use AGC Display to observe ACE, Area Generation, Area Load, and Net Interchange.
- Explain fast and slow time error and how it is corrected.
- Explain the Disturbance Control Performance Standard and the purpose or reserve sharing groups and contingency reserve policies.
- Develop and implement plant to allocate reserves in anticipation of unit trip while maintaining NERC BAL-002 criteria.
- Calculate contingency reserves, evaluate and implement reserve sharing procedures, and dispatch resources to comply with BAL-002 standard.
